El 29 de Octubre del 2004, los Jefes de Estado y de Gobierno de los 25 miembros de la Unión Europea firmaron el Tratado que establecía una Constitución para la Unión Europea. En ese mismo momento comenzaba para todos esos países  el proceso de ratificación del texto aprobado. 

El 20 de febrero del 2005, los españoles fuimos los primeros Europeos en ir a las urnas para un referéndum sobre el texto constitucional.  El 76,72 %  de los votantes ( con una participación del 42,32 %)  dijo “SÍ” a la Constitución Europea. Por vez primera en la historia de nuestra democracia, los españoles  pudimos  expresar  democráticamente  una opinión sobre el proceso de integración europea.

On 29 October 2004 in Rome, Heads of State and Government from the 25 Member States of the European Union signed a Treaty establishing a Constitution for the Union. For the countries that make up the Union, the process of ratifying the text would begin from that moment.

On 20 February 2005, the Spanish became the first Europeans to go to the polls for a referendum on the Constitution’s text. With 76.72% voting ‘Yes’ in a 42.32% voter turnout, the Treaty establishing a European Constitution obtained the approval of the Spanish people in a consultative referendum. For the first time in their democratic history, Spaniards could directly use their democratic tool to express an opinion on the process of European integration.
